The Duncan Hunter National Defense Authorization Act (NDAA) FY 2010 provides that the Secretary of Defense can designate acquisition positions and can recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Army meet our mission requirements for the acquisition of systems, equipment and facilities.

This position is located at the US Army Research, Development and Engineering Command, Aviation and Missile Research, Development and Engineering Center, Engineering Directorate, Quality Management Division, Redstone Arsenal, AL, with duty location at Fort Campbell, KY. Incumbent serves as a Lead Quality Assurance Specialist providing technical oversight of contractor modification, maintenance and flight of Army aircraft.
The employee will work in an adequately lighted and ventilated office environment. In addition to an office environment, work requires regular and recurring visits to areas used for maintenance, repairs, storage and testing. Individual may have to work outside in a severe environmental involving direct sun, high winds, and ambient temperature conditions. Work may involve industrial hazards and those associated with rotary-wing and propeller-driven aircraft. Worker must observe safety precautions and wear protective clothing/devices to avoid hazards at the work site.

This is a DoD Demonstration Project position
Serve as the Lead Quality Assurance Specialist (Aircraft) with the primary responsibility as the Government Flight Representative (GFR) providing training, guidance, and mentoring to team members.
Perform and oversee quality assurance evaluations/inspections of aircraft components, contractor facilities, and flight and ground operations.
Review and approve contractor requests for aircrew qualifications and training.
Provide support for acceptance and fielding of material for U.S. and foreign customers.
Direct and review activities of personnel assigned in support of Product Quality Management Functions.

Experience required:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as: Monitoring, controlling, or maintaining the quality of products or services in quality assurance activities and processes of aircraft systems and components. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, DE-03 (GS-12 or equivalent pay band).
RDECOM IS A DEMONSTRATION LABORATORY and positions are placed in pay bands. The pay band for this position, DE-04, is equivalent to GS-13 through GS-14. Candidates must meet the minimum standards for entry into the DE-04 pay band, which is GS-13.
If the qualifications of the applicant selected for the vacancy exceeds the minimum required, placement salary may be adjusted higher, commensurate with those qualifications.
This position requires the incumbent to possess one of the following pilot certifications/ratings: Fixed Wing Aircraft, Multi-engine or Single-engine Turbine Rotary Wing Aircraft or civilian equivalent in an aviation position.
You will be evaluated on the basis of your level of competency (knowledge, skills, and abilities) in the following areas:

Ability to Approve Aircraft Flight Procedures

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
