The Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS) is currently accepting applications under examining authority of 10 U.S.C., Section 2164.
Department of Defense Education Activity (DoDEA) is a DoD Field Activity responsible for the oversight of two school systems, the Department of Defense Dependents Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS). DoDEA employs more than 15,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico. The mission of DoDEA is to provide a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments.
The Contract Performance Specialist position is responsible for performing quality assurance surveillance ofthe contractor/Most Efficient Organization (MEO) and monitoring compliance with contract/Requirements Document (RD) requirements.

Serves in a Contracting Officer's Representative (COR) role conducting inspections and surveillance to ensure that contractual services are in accordance with and comply with regulations and guidelines set forth in the Requirements Document (RD) or the Performance Work Statement (PWS). Inspects facilities and services, notes deficiencies and notifies the Supervisory Logistics Management Specialist to discuss the corrective action with responsible personnel. Notifies the Supervisory Logistics Management Specialist of action taken and/or if deficiencies are not corrected. Responsible for notifying the Supervisory Logistics Management Specialist if excessive time or materials are wasted. If deficiencies exist, recommends resolution to problems. Prepares inspection reports for the facility maintenance and custodial functions and/or complaints pertaining to customers, managerial, operational, and/or related activities. Prepares reports on RD or PWS deviations and/or discrepancies. The incumbent monitors adherence to regulatory requirements pertaining to safety, maintenance of equipment and operating standards. Recommends operational methods relative to schedules, productivity, accounting, personnel training, supplies, and equipment. Furnishes current data, reference publications and materials, and regulatory guidance pertaining to the operation of each functional area. Reports accidents and incidents to the Supervisory Logistics Management Specialist and recommends corrective action required by the Service Provider and/or the Government. Conducts studies and researches commercial publications and tables of allowances to ensure that equipment on hand and authorized is qualitatively and quantitatively adequate to properly accomplish the work. Gathers information concerning circumstances surrounding the loss, damage, or destruction of Government property resulting from Service Provider operations. Recommends equipment changes to meet operational requirements. Advises the Supervisory Logistics Management Specialist on operation sufficiency of the RD or PWS and recommends additions, deletions, or other adjustments based on mission changes, regulatory requirements, and/or other related functional needs.
For the GS-09 level, one year of specialized experience at the GS-07 or equivalent level is required. Specialized experience must include knowledge of quality control procedures, knowledge and skill in performing quality assurance inspections/surveillance, and experience monitoring compliance with contract requirements.
_Specialized Experience_ : The normal full-time work week is 35-40 hours and the normal work year is 12 months. Part-time work is prorated in crediting experience. An applicant demonstrating 20 hours per week for a 12-month period would be credited for 6 months of experience.
For the GS-09 level, education is substitutable for experience. A Master's or equivalent graduate degree __ or __2 full years of progressively higher level graduate education leading to such a degree _ _or_ _LL.B. or J.D., if related, would be creditable.

_Graduate Education_ : One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
